A signal layer is usually presented to the board as infrastructure. But infrastructure often loses to proposals that promise direct revenue. That’s the wrong pitch, not the wrong investment.


A signal layer can deliver five measurable outcomes. One of the most valuable may also be the least obvious: it gives executives direct access to the evidence, without relying on someone to interpret the numbers for them.

Today, every function reports its own numbers, often using different definitions and methods. The result is a room full of competing narratives that are difficult to reconcile. A signal layer brings these numbers together by calculating them consistently from the same source events. Making this work requires strong leadership support, because changing how teams measure and report performance can be politically difficult.
